The Ministry of Sports and Recreation and the Ghana Football Association have agreed to begin the process of appointing a new head coach for the Black Stars as part of a wider plan to reform Ghana’s football development system.

The decision follows a meeting between the two institutions to address concerns over the performance of Ghana’s national teams and agree measures aimed at improving management, coaching and player development.

A five-member Technical Search Committee will be constituted to scout and recommend a new Black Stars head coach, with the committee expected to submit its report by Friday, October 9, 2026.

The Ministry said the reforms will extend beyond the senior national team, with a new technical head to coordinate the development pathway for the U15, U17 and U20 teams.

Each of the three youth national teams will have its own dedicated technical team, alongside appropriate competition structures designed to improve player progression.

New coach expected to reside in Ghana

Under the agreed measures, the next Black Stars head coach will be required to reside in Ghana and regularly monitor the domestic league.

Sports Minister Kofi Adams

The Ministry and GFA also agreed to strengthen the domestic national team through consistent scouting of players in the local leagues.

The aim is to create a wider pool of talent and increase competition for places in the senior national team.

The two institutions also discussed relocating the technical hub to the Ghanaman Soccer Centre of Excellence at Prampram.

Youth competitions to be restructured

The reforms will also affect Ghana’s youth competition structure.

The U18 and U19 competitions will be placed on hold after the completion of the ongoing competitions at those levels, allowing for a transition to the new development structure.

GFA President, Kurt Okraku

The GFA Technical Directorate will also work with the National Schools and Grassroots Sports programme and football academies to strengthen league development and improve pathways for young players.

A Public Interest Committee will be established by the GFA and the Ministry to supervise and coordinate the implementation of the reforms.

Management structure to be reviewed

The meeting further proposed reducing the membership of each national team’s management committee from five members to three.

The Ministry and GFA said further discussions will determine the final structure, with emphasis on clearly defined responsibilities, more efficient administration and expenditure control.

The two institutions will also work towards signing a FIFA-standard cooperation agreement to formalise their respective responsibilities and provide a framework for implementing the reforms.

The Ministry said it will continue engaging the GFA and other stakeholders, while monitoring the implementation of the agreed measures and providing updates on progress.

The reforms come amid growing public concern over the performance of Ghana’s national teams, with the Ministry saying the concerns of Ghanaians have been heard and must be matched by sustained institutional action.
