We need enforcement not new rules- Paa Kwesi Ndoum on tackling hooliganism in Ghana Football

CEO of Elmina Sharks -Dr. Paa Kwesi Ndoum

Owner of Elmina Sharks, Dr Paa Kwesi Ndoum, has stated that the joint letter submitted by Asante Kotoko and Hearts of Oak to the Ghana Football Association (GFA) largely contains existing protocols and has emphasized the enforcement of the rules.

“The protocol they-Hearts and Kotoko- sent to the FA, most of it is already in place. We just haven’t done a good job enforcing them. Now, we have taken note and are working on it,” he said.

“For those that are not in place, we will review them. Some of these changes come with financial implications, so we will take steps to educate the clubs and determine the best way forward,” he added.

Ndoum also urged patience from Kotoko and Hearts, noting that they understand the processes involved in addressing such matters.

He spoke in an interview with GTV Sports Plus on Sunday, February 17, 2025.

“I believe Kotoko themselves know that petitions have to go through a process. Some changes take time, while others can be implemented immediately. If we are working on them and they see progress, even if we haven’t completed everything, they know we are in motion. It’s a process, and we must allow it to unfold.”

In a related incident, a heated between Swedru All Blacks and Elmina Sharks had Swedru All Blacks players claim they were obstructed by home fans, leading to an assault on the referee.

The incident has reignited concerns over safety, prompting discussions on the enforcement of the GFA’s 2025 enhanced safety and security protocols.

It also comes just two weeks after the tragic death of Francis Yaw Frimpong, who was fatally stabbed during a matchday fixture between Nsoatreman FC and Asante Kotoko.
