Chelsea hit with £10m fine and suspended two-window transfer ban

Chelsea have been fined £10 million and handed a suspended two-window transfer ban after admitting multiple breaches of The Football Association’s regulations relating to football agents, intermediaries and third-party investment in players.

The sanctions follow an investigation that began after Chelsea’s current ownership voluntarily reported historical misconduct following its takeover of the club.

According to an FA statement, Chelsea admitted 74 breaches of FA Rule E1.2, which covers compliance with FA rules and regulations.

An independent Regulatory Commission initially imposed:

  • A £10 million fine.
  • A six-point deduction, suspended until 30 June 2027.

However, Chelsea appealed only against the suspended points deduction.

Following the appeal, an independent Appeal Board overturned the suspended six-point penalty and replaced it with a two consecutive transfer-window registration ban, also suspended until 30 June 2027.

The Appeal Board did not alter the financial punishment, meaning Chelsea must still pay the £10 million fine, with the FA confirming that the entire amount will be invested in grassroots football.

The FA also revealed that it is continuing to investigate potential individual misconduct arising from the case.

  • Breaches admitted: 74 breaches of FA Rule E1.2
  • Fine allocation: Entire £10 million to be invested in grassroots football
  • Further action: FA investigation into individual misconduct remains ongoing
