Former Youth and Sports Minister and MP for Yagaba-Kubori, Mustapha Yussif, is under investigation for misappropriation of state funds in a GH¢548.3 million National Service payroll fraud that spanned six years (2018–2024).
He is among 12 former National Service Authority (NSA) officials indicted in the scandal, which involved ghost-name payrolls, inflated budgets, and fraudulent loans.
Also charged is Gifty Oware-Mensah, ex-NSA deputy executive director and chairman and CEO of Berry Ladies FC. She is accused of using 9,934 ghost names to secure a GH¢30.7 million loan from ADB through a shell company, Blocks of Life Consult, allegedly without the consent of its listed directors.

Oware-Mensah, a current GFA Black Maidens committee member and Women’s Premier League LOC vice-chair, allegedly funneled the loan through companies tied to herself and her husband, Peter Mensah, who is also facing charges.
Attorney-General Dominic Ayine made these revelations on June 13 as part of “Operation Recover All Loot” (ORAL), a Mahama-era initiative to recover stolen public funds.

Yussif and Oware-Mensah are to face charges including stealing, conspiracy to steal, willfully causing financial loss to the state, using public office for profit, and money laundering.
Investigations are ongoing, with asset recoveries and prosecutions expected to begin soon.
